English Translation
It exists outside and inside all beings, is both the moving and the unmoving. Due to its subtlety, it is incomprehensible. It is far away and yet very near.
Commentary (टीका)
Brahman pervades all of creation — it is both within and without every being. It is simultaneously the static ground of all existence and the dynamic principle behind all movement. Its extreme subtlety makes it imperceptible to the senses, yet it is the closest reality — nearer than one's own self.
