English Translation
One who is engaged in yoga, whose soul is purified, who has conquered the self and the senses, and whose Self has become the Self of all beings — such a person, though acting, is not tainted.
Commentary (टीका)
This verse describes the characteristics of a perfected karma yogi: inner purity, self-mastery, sense control, and the vision of unity with all beings. The highest state is seeing one's own Self as the Self in every living being. Such a person, despite being fully active in the world, remains completely untouched by the effects of action, like water on a lotus leaf.
